Touro Welcomes Distinguished Health Law Chair
Rebecca Feinberg to Serve in Dual Capacity for Touro Law and New York Medical College
February 26, 2024Dean Elena B. Langan is pleased to announce that Rebecca Feinberg, J.D., M.Be., M.S., has been named the Distinguished Chair of Health Law, Bioethics and Policy and Associate Professor of Law. Feinberg will also develop and serve as the founding director of an interdisciplinary institute that builds and fosters collaboration between the Law Center and Touro’s constituent colleges and schools in the medical, pharmaceutical, and health sciences fields. Additionally, Feinberg will serve as Associate Professor of Public Health in the Department of Public Health in the School of Health Sciences and Practice at New York Medical College.
“Rebecca’s scholarship and experience in both health studies and the law make her uniquely qualified for this new position and I am confident that she will help shape programs and courses that are relevant in the ever-evolving world of health care, regulation, bioethics, public health, regulation of pharmaceuticals, and so much more,” stated Dean Langan. “Touro University is already a leader in higher education in medical and health sciences. Having Rebecca serve as Health Law Chair to collaborate with Touro Law Center, Touro’s New York Medical College and Touro’s other schools and colleges that teach in the areas of health law will only enhance the opportunities for students and enhance Touro’s reputation in higher education, health studies and the law.”
Professor Feinberg earned her juris doctor in 2004 from the University of Pennsylvania Carey Law School, Master of Bioethics from the University of Pennsylvania Perelman School of Medicine in 2004, and Master of Biotechnology from Johns Hopkins University in 2007. She served as Senior Ethics and Health Law Fellow at the World Health Organization in Geneva, Switzerland. In addition, she completed the Bioethics Fellowship at the Center for Bioethics at Harvard Medical School and the Clinical Ethics Immersion Program at the Cleveland Clinic. Professor Feinberg earned her bachelor’s degree summa cum laude from Yeshiva University, Stern College for Women.
Rebecca Feinberg’s scholarship focuses on reproductive policy and ethics with a particular emphasis on assisted reproductive technologies. Her work has been published in law reviews, medical journals, and bioethics journals.
Prior to joining Touro University, Professor Feinberg was a teaching associate professor at DePaul University with cross appointments in the College of Science and Health and the College of Law. During her time at DePaul, she was a Visiting Scholar at Yale University Interdisciplinary Center for Bioethics and the Hastings Center.
“I am looking forward to working with law and health sciences students as well as other graduate and undergraduate students interested in health sciences and the law across the Touro University system,” stated Feinberg. “I will be developing an Institute of Health Law, Bioethics and Policy with the goal of having a far-reaching impact across the Touro community and beyond.”

Touro Law, which has an alumni base of more than 7,000, offers full- and part-time JD programs where students can earn a degree in 3 or 4 years. Additionally, Touro offers a hybrid, four-year FlexTime JD Program at both Long Island and Manhattan campuses, combining online and in-person learning.
